Best option preflop vs a guy with these stats opening in MP is just to flat call.

It's debatable whether you should even call flop raise. You are often behind vs sets and are going to have a lot of reverse implieds. If villain is bluffing which is pretty rare in this spot at these stakes, he is going to have a lot of equity anyway.

Turn bet is basically turning your hand into a bluff given the action. Wouldn't be suprised if villain folds AT or a set. If he somehow has a flush-draw he bluff-raised flop with he got there, and if he has AJ/AQ which he's usually not raising flop with he's probably not calling on flush-turn vs donk.

The problems with this hand really start preflop though.

despite the result on turn I would give villain some draws in his range.
I think a Range like AT+, KhTh+, KJ+, 99, QQ, KK should close, I don't want to give him a set on this board so if we calculate your odds:

How does villain hold KhTh on an AdTh4h board?

Why would villain raise KK/QQ/99 on AdTh4h in 3bet pot?

Why do you give villain zero combinations of sets?

What makes you assume villain is always bluff-raising every gutshot?

Oh sorry I meant KhJh. And yes your right I didn't analyse the hand like a 3-bet ones.
Anyways my thoughts where that a set would/should raise bigger on that flop.
A set should raise bigger on that flop imo, usually I see minraises from air,a semibluff like a combodraw or hands like TT,JJ,QQ,KK that face a overcard on flop.

thats just my experience, maybe not for 3bet pots (sorry for that), please correct me if I bark up the wrong three.
