Supposing he is able to fold some broadways that dont hit on the flop a 1 street cbet should be fine, the turn card improves a lot of his siuted conectors type of hands. He bets pretty small at the turn which either mean a nuts (56) which is unlikely as we block two fives or a weak Tx or 7x or a draw, which is always a combo draw (over cards to our hand, gutshots, flush draws). As you said, we have some outs, but in fact, none of them are clean, thats why I would check/fold the the turn despite the small sizing.

Preflop: This open-raise is pretty close, If SB is 3bet shoveing loose then i would OR 2,5x and call his shove, if you don't know i think i would OR 2,2x or slightly smaller and fold to SB 3bet shove.
Flop: Standard Cbet for value and protection
Turn : Very easy x/fold, because our opponent is passive and he woudn't barrel many bluffs here, we are often beat here and if we hit our draw we don't get much value, but we have only 3clear outs and 1out can give to our opponent flush.
