I read it as follows:
If you deposit using InstaDebit, the funds are available in PokerStars immediately, even if the money has not been taken out of your account yet.
There was a line somewhere that the transaction works like a cheque.
In other words, if the bank does not honour the InstaDebit payment, then PokerStars freezes that portion of your PokerStars account until the problem is resolved. That seems reasonable.
The part I quoted refers to players using InstaDebit to deposit money on PokerStars. I cannot envision a scenario where a bank would deny PokerStars the ability to transfer money to the players InstaDebit account.
The "must deposit at least once in six months" thing seems reasonable too -- that way, they use the deposit to verify the account.
The one thing that I have NOT seen in any of this is a discussion of fees.
What does InstaDebit charge to return cash to a customer?
With Skrill it was (I think) 3% on withdrawals, which is why I'm going to empty my Skrill account into Poker Rooms -- it is free to do so.
I'm sure that this will all work out as long as we the players do our "due diligence" and make sure of what we're getting into.
