I go over the top on the flop imo. 99 + qq is normally a 3bet for this villain. its just q9 and 55 that beat you. Lots of draws + qx hands that you have beat!

What if the board was small and hero is holding 99, same possible flushdraw on flop, whould you still go over the top with the hand?
