I want to open a discussion about the 4bet sizing ,what do you think the best sizing to 4bet on the biggish side (9bb to 22 bb)or on the smallish side like (9bb to 18-19 bb) what is better and why ? and vs who you want to bet big or small ?

You want to 4bet big against players that call 4bets and 4bet small against players who only go 5bet or fold.
So, you're against a reg that 3bets you BU vs CO 8bbs into 3bbs. You know he is capable of calling 4bets, then you should make a 4bet closer to 20-22 bbs.
Personally I call a bunch of 4bets on the blinds because people 4bet really small and let me make a profitable call (remember that when you fold the blind you're like -900bbs/100, so you only have to do better than this with the call on the 4bet.)

When I say small is like 18-20bbs 4bet versus 9bbs 3bet. Or 17-18bbs 4bet versus 8bb 3bet.
I see this type of sizings on pretty much all limits. And they probably should make that sizing since people are not calling 4bets 
I like very small 4betting IP. I usually make it to 17bb when facing 8-9bb 3bet. I really don't mind them calling it with A4s or some other random hand. OOP something like 2x 3bet + 1 or 2 bb extra is fine. Depends on sizing, I'd make it to 20-21 against 10bb 3bet, but against 8bb to 17-20 100bb effective. Probably it's better to go a little bit larger at nl25-50 because people will 3bet more top heavier range instead of polarized, so they will call much more than in higher stakes.
