Preflop: Hero is CO with Q 9
MP folds, Hero raises, 2 folds, BB calls

Flop: (4.4 SB) 9 T 5 (2 players)
BB checks, Hero bets, BB raises, Hero 3-bets, BB calls

Turn: (5.2 BB) 7 (2 players)
BB checks, Hero checks

River: (5.2 BB) 6 (2 players)
BB bets, Hero calls

Results:

Since you considered your hand to be good enough for a 3bet on the Flop, you should carry on with betting but the question is if your hand is good enough to 3bet. Given all the Draws you might be a slight favour but though it's not enough to 3bet and carry on betting. If you maintain the intiiative you'll end up in a scenario where you have to check the Turn on K or J or he will call you down with a better 9 and since you block 9x, he'll have Tx more often and juts call down. So you cannot comfortably valuebet against his range and if he's got a draw like QJ or J8 or 87 he'll certainly keep betting and he should also follow through on the River with J8 against KJ KQ QJ etc. It's just a simple calldown since it's kinda difficult to balance this play.
