Yes, check behind. Dont see any value in betting here. Nothing worser than JJ is gonna call here. If villain checks turn again I would make a small bet there.
Always minraising JJ. It plays nicely postflop so I dont mind to get called often. Hand like 99 I might be more willing to just open shove.
In flop there is no reason for cbet. With cbet you want to either bet as bluff or value in general. Here better wont fold and only few worse hands are going to call. Also you want to think about when cbetting what you are going to do versus raise and how to continue on future streets if called. E.g. this hand is not strong enough to stack off and not really strong enough to continue value betting in future streets unimproved.
So flop is easy check and I would be checking turn as well unimproved. Control pot size, allow villain to bluff and go for one street value in river if villain keeps checking. If it goes checked 3 streets its quite unlikely villain has better hand. Perhaps some weak Qx.
