Unknown player 19/15 for 35 hands. If I set him a range like 45% steal from button according to icmizer it is still a fold.

Its also depends how much fold equity you have here. That could be issue as well.
If he folds a lot on 3bets it could be a profitable shove if he’s calling to tight. Even if he’s stealing 45% or lower.

I think the default calling range icmizer gives him is 8% 66+, ATs+, AJo+. Not sure what was the exactly range though, I am typing it on memory.
