3bet with TPTK turn play

Villain is 21/15 and squeezing 3% over 1k hands (3bet 6%). Cbet in 3bet pot is 42%

What are possible reasons for both betting or checking back the turn?
Also what if I bet turn and get raised? Is it a clear fold?
What's the optimal play?

3% are JJ, AK.
on river we have:
MP2 46.65% 30.86% 15.79% AsKs
MP3 53.35% 37.56% 15.79% JJ+, AKs, AKo

I think we can x/b T and call or bet R where we can get lighter calls after x/b T

The reason for not betting the turn is that we mostly have the best hand, but we probably won't be called by worse hands. He might check/call QQ or KQ, though, but I would imagine that KQ is mostly betting the turn. With checking the turn, we open the space to call the river, or if he checks, we can value bet something like 1/2 or less, I think.
