Yes, the ICM Trainer is free, you can download it over here in our Poker Tools section.
As it was pointed out before, we don't maintain or update this software anymore, but you can still use it as it is. It's still a useful tool for SNG players, in my opinion. Just make sure to not run it while your Pokerstars client is open, as this is against the rules.
