The answer is very simple: the mistakes are 2-5 times cheaper on nl2.
People on NL2 do way more basic mistakes to put those too in the balance.
When they solve the basic game, then can go for these more advanced concepts (usually in a bit bigger stake).
People may do whatever they want, if you want to become good at poker you should try to build your game from the very beginning.
