You need an exceptional opponent to profitably call three nearly pot sized bets.

Our only read on villain is that he is quite tight. I don't think we have 3 streets of value especially when villain pots every street. As played, good fold imo.
Could we make a small block bet OTR and fold to a raise? I think betting around 1/2 would have good fold equity.

3b for value preflop is standard even if his BTN range is 19% , it is still a value 3b in a merged range

as played i think it's a good fold based on the sizing

In a merged range yes. Don't you think it would be better to 3bet polarized? 3bet like JJ+,AQo+,AJs+ and then have bluffs. I think that way we don't face so many hard decisions and get dominated postflop.

If you defend the SB and do it with depolarised range, yes. But from BB you can profitably call and see a flop.
As there is nobody to act behind you, you can defend polarised and have a vast calling range, especially when villains open for 2BBfrom BU.
