MP is 3 betting vs UTG. I don't like calling for set mine. And we should fold if UTG 4b...

MP 3bets UTG and quite big too. His range is stronger than ours and this should be folded.

If he would had made it less than 8 BBs
Can I call in that situation?
Or I fold this every time vs 3bet?

You should fold because the UTG is tight and so is MP and when some one 3 bets that tight UTG they both have extremely strong ranges. And if UTG 4bets you have to fold.

Marsa put it well. Because UTG opens very tight, MP should 3bet him very tight. Our TT is very often behind their ranges.
It would be better if our effective stack size was around 120bb, then set mining would become more profitable.

Fold no matter what. Even the bluff 3b range of MP has good equity vs us.

Stack sizes make this a fold. Much shallower and you can push, much deeper and you can call. Only folding is sensible here.
