With that bet size OTT we have clearly enough equity to call if we have 35% with our draw.
Even if we didn't have enough we would have to get way less than 5$ from villain OTR.
It is clearly a call.

if you get his remaining stack every single time, you are basically calling turn for pot + his remaining stack (since he ships his remaining stack every time, but you only have to invest your remaining stack if you hit). so you need to invest $2.90 to get $4.30+$2.90+$2.90+$4.95 minus rake, which means you need about 20% equity or something.
our draw has about 30% according to pure odds and outs, but if we consider that villain has our outs somewhat often, it's going to be closer to 27-28% something like that.

no matter the way you look at it, folding this hand ott is criminal from a theory standpoint (flop is much more debatable actually). then the theory decision about calling or jamming depends on how you are constructing your ranges, but as far as practice is concerned, villain's range is way more important.
if he's "never going to checkfold the river" obviously you shouldn't semibluff, but if you manage to make him fold something like a nutfd by pricing him out that's some insane amounts of money you are making.
