Pre-flop I would always raise 3x at this stage of the tournament with 1 limper in it in position with a 16bb stack. Shoving is also a good option and is +ev as well here.

As played you can consider raising yourself at the flop on his min bet, but further I would play the hand the same post-flop.

Against limpers you should always be raising your value hands, even more so when in late position.
Post flop I would play the same
