I think omaha don use technique. If i compare with hold em. Mostly omaha find out more draw and get luck

I am sorry but I don't quite understand what you are trying to say.
In PLO there is as much skill involved as in Holdem. It may seem like a lottery but actually to get an edge in PLO is quite easy. There are three major things that can separate one from the other:
1) Hand selection
2) Correct mathematic decisions
3) Understand how certain boards hit ranges and know when to give up and when to use aggression
1) and 2) are pretty easy to learn, third one requires a bit more work.
