Well, first off, we need to know whether this is a tournament -- if so, what kind?
Is this is not a tournament, fold it, and top up to a 100 BB stack. JQo is no hand to be playing with a short stack in a cash game.
Next, how many players at the table?
Next, how does your 25 BB compare with the other stacks at the table?
How big is the stack of the players in the blinds?
And the last thing I can think of is -- what is your table image?
If you've been really active, you're not going to get many better hands to fold, and even fewer worse ones will call.
On the other hand, if you've been really tight, you might just "steal from UTG" with this, and stand half a chance of surviving a call from Ax:

Just like VorpalF2F said, this I would fold if it´s close to full ring both in tournament or cash game setting. Even if you are facing 2-3 random hands which could easily happen from early position you are around 30% equity, against a fairly loose calling range from BTN or HJ you get maybe 10% more with the added bonus of being OOP... just to many things that can go wrong. With 20+ BB´s don´t think it´s worth it to get into that tricky of a spot
