Do we bluff river here always?

I really feel like he has the queen here and would not play a 9 so passive. He could have like Q8s, QTo,QJo, that he just wants to see a cheap showdown.
On the flop I dont mind the bet, but on the turn I would check/call, if we bet and get reraised here, we have a tough spot.
The way you played, I think we should tripple barrel the river, from your play you are either representing the 9 or a draw that busted, if you feel like he can lay his queen down, then I would bet around 13bb in to the 24bb pot

The flop is dry and we have a straight draw multi way and I would try to hit our draw as cheap as possible against 2 players out of position. I don’t think a bluff will work to often here.

That’s for the turn the same. On the river I would just give up against an unknown. The river is a complete blank and I don’t think you have much fold equity here.

Agree, board is quiet dry and dont think we can make opp fold Q obviously but also some smaller mid pairs might call.
