Pre-flop is for me an fold against an UTG raise or he’s loose as well, but I expect you will be often dominated against his range. As played I would most likely call 1 street on the turn and give up on the river unimproved on his small bet.

Fold preflop.
I would probably just check flop and see what develops, you have pretty poor kicker to go for several streets of value as you can already be beaten by kj/kq in opponents ranges. If everyone checks around you probably can start betting turn for value on most turn cards as you can then cap them on not having higher Kx/3x in their ranges most of time.
