Don't think so. Vs BTN I'd give up but vs blinds it's about effective stack of below 10 BB which gives me an easy call vs Re steal in my opinion. Other opinions?

ICM makes it bad to raise-call smallest pockets versus blinds. I would probably open raise like 66+ or so if BU is nitty. Also BB can easily flat versus minraise and it will create nasty spots with small pockets.

why if he is loose? Just value raises?

If BU is loose he can put so much ICM pressure by shoving or making small 3bets that you need to tighten quite a bit. Especially if you know he will shove wide because your induce range versus him is probably like QQ+ or so. If he is making more of small 3bets then it leaves space to 4bet shove some holdings. But if he does shove then I think we should just open shove lot of AK, AQ, 99-JJ type of hands.

Then make minraise range from QQ+ and some Ax we are mainly calling versus blinds and maybe add few Ax we minraise-fold versus anyone. Maybe some of 66-88 are ok to raise-fold versus BU and call off versus blinds.
