vs reg I am super scary - he has strong range oriented at high broadways and PP's. I am not sure about board that I should c-bet.

1st of all, why do you have so wide range MP 3 bet? T9s is a pretty nice hand, but not for the bluff 3 betting UTG, you need to have some blockers at least.
Onward, what would you do in case the UTG call? UTG has a tight range too. It's not a very nice situation for us at all and I would recommend not to 3bet such hands from early position.
Luckily, you've floped a flush draw. You should double barrel it for sure, you have a 40% equity on the flop with your draw only. With Double barrel you are forcing hands such as QQ, JJ to fold, it's a very nice accomplishment. + you are even value betting some 99 in caller's range.
Please keep in mind that you have a stronger range than CO caller, so you can make a pressure on opponent.
