Pot control or bet OTR with Top Pair?

I would most likely 4bet more like 24bb on his small 3bet for value. Than you can even shove the flop if he would call you.
Without stats and reads I would around 20bb on NL2 with the intention to make a thin value shove on the turn.
As played I would go for a thin value shove on river. Especially if he's a fish.
