Pre-flop you can call as well in position for set value. Flop Cbet is a little bit loose against 2 villains. If they have something you will get some action. This time they both missed the flop.

I prefer calling pre and i wouldn't cbet in to 2 players with 55 on this board.

Fold pre in my opinion although it is close. I think against weak CO range I prefer a different set of hands to call. Would also take a note of the lag that's overcalling in the sb. That's most of the time not a good play and even a play that's capping his range somewhat.
