I would most likely raise right away after his lead and if you get crazy action you can still fold top set, but that's really tough. Most of the time I would stack off the flop with in mind you lose only against JT and the board can pair as well.

Just played a couple hands at PLO10 on Stars and there are some pretty crazy lines out there.

Top-Set can be handled like a dominating draw to an overfull. So we either semi-bluff bet or call both with implied odds. We have pot odds of 3:1 whereas we have 5:1 to hit it on the next street. After the raise+coldcall our odds improve to 4:1 with chances to improve remaining the same. The effective stack left is over 90bb so we still have the implieds. If someone holds , or an improving 2-pair we are surely to get paid on a pairing runout. We also probably get in a bet vs nutstraight against most opponents depending on our sizing.

Is $FI15!AA accurate enough?

They likely have a 3-betting range so I would rather say SB has something like $FI20!3BOOP12% and BB $FI40!3BOOP6%. Since we have no hand sample these are just basic assumptions and wildly speculative.

No. It is unlikely we will stack-off a weaker hand if our villain plays solid. Broadway-cards like are played frequently so we should not escalate yet even with top-set on this heavy straight-enabling flop-texture. Bluff-raising around 2.5x with or blockers can be a nice play in position since we get a lot of credit 3-way for the nutstraight and we can leverage with barrels on blank runouts.
