Just doing a little study on where normally ppl would do mini bet .Here are the spots that I found out proper situations when villain would do mini bet.
• When he has a low pair from the board OTF.
• When he has low pair preflop but want to build a bigger pot but does not want to risk so many.
• When he has TPTK or TPSC but board does not connect. For example:

are you trying to decipher what your oppenents are doing with the min donkbet?
Or are you trying to implement this into your own game?
also, are you talking about cbets or donkbets? mini cbets can make sense if preflop raiser has a massive range advantage and just wants to bet his entire range with a 20% pot bet. that's fine. But if you are the preflop caller, it rarely makes sense to do so because the preflop raiser almost always have a range advantage. And if the PFR has a proper understanding of poker theory, it's just super easy to counter (rarely fold, add a few bluff raises if opponent is overdoing it as a bluff, defend a bit tighter vs minbets if opponent is doing it at a lower frequency BUT attack opponent's checks more often)
from a theoretical perspective, you should never re-seize the betting initiative out of position UNLESS your range is improved by the new card(s) that were just dealt. because if you were really stronger than your opponent on the earlier street, WHY did you not raise or reraise him but only opted to call?
However, for example, if the turn card helped your range more than your opponent's, it will make sense to construct a small or large lead betting range. (usually when the mid card pairs. For example, board is KQ3Q, BB checks, BTN bets Flop, BB calls. Turn drops the Queen. BTN usually checks back Flop with QX so he rarely has QX here and if BB checks Turn, BTN will almost always check back Turn which means that BB should start leading Turn)
I remember like 8 years ago when I was getting coaching from one of the Pokerstrategy coaches and we were playing HU as practice, I started doing random minbets and he was completely unfazed by it. Honestly it's useless vs tough opponents and just causes you to create imbalances in your own game while doing minimal damage to your opponent.
Unless you think your opponent is just overfolding and you intend to bluff cheaply against him OR
your opponent is spazzing vs small bets and you go for max value vs him in this manner
if not it's usually not a good idea.
