If you raise here is for inducing a speawer player, are you raising in bluff o 4 value?

In bluff you have another hands with less equity, and if you are raising 4 value you don't fold after 3bet.

I call only flop

If you raise it's really tough to get action of weaker hands. I would just call as well to keep his range wider. If he shots down turn you can always bet for value.

I think the raise here is good, it's a vulnerable decent made hand that improves on only 2 cards. Villain is going to have lots of Broadway type hands with lots of equity against us. I don't think goal here is to necessarily get called by weaker hands but to deny villain their equity share. I would fold to the raise, I don't think the population here is bluffing very often, if at all.

I think a call Vs cbet here is also ok as the board is very dry, so think a mix of call or raise is good. If they are cbetting too much then a raise here seems good. Not cbetting much, then call and if the turn is not an overcard then call a neutral turn cbet. Although you could probably make the argument the other way round. If we raise and villain calls, depending on the turn card can bet the turn smallish and X back river if given the opportunity. I took this line from W34z3l's crash course videos, although it may be better on wetter boards.
