This is really weird shove from BB being almost 40bb deep. I would assume its very rarely like JJ+. This smells to me like 22-99 sort of pocket most likely. Personally I would not shove anything this deep. Not great spot but I would probably call 77 or 88 as lowest pocket.
Do you have any info on the villain in this hand? Without any info I would most likely fold, but it's close. Most better hands would most likely 3bet the normal way.
