UTG: $7.29 (365 bb)
MP: $2.34 (117 bb)
CO (Hero): $2.02 (101 bb)
BU: $2.46 (123 bb)
SB: $0.71 (36 bb)
BB: $4.61 (231 bb)

Pre-Flop: ($0.03) Hero is CO with 7 5 6 8
UTG raises to $0.07, 1 fold, Hero calls $0.07, 3 players fold

Flop: ($0.17) J 6 9 (2 players)
UTG bets $0.07, Hero calls $0.07

Turn: ($0.31) 5 (2 players)
UTG checks, Hero bets $0.14, UTG raises to $0.65, Hero raises to $1.88 (all-in), UTG folds

Is it better to re-raise on the flop instead of call?

Preflop call is fine. Flop call is also good. Turn I would bet bigger and shove is fine.

But few points. So wrap with pair and two backdoor flush draw (bdfd) is definitely very strong category in general. In this case though we have bottom pair with bottom wrap which is not really strong enough to build massive pot. One of main reasons is that there is plenty of combos that has better made hand, dominating draws or in worst case both. So there is massive difference to hand like QJT8.

On turn our hand does have bit of redraw with two pair and it's bit vulnerable so we don't necessarily mind to shove for protection as well. But call could also have good sides if we assume villain to have some folds here which is rare.
