Fine to 3bet. I probably just shove for value vs loose looking unknown.

This. Unless he's just catching a lot of hands, players with these stats think they can push others around a whole lot and i wouldn't be surprised to get 4-bet by worse (even a bluff) in a blind battle even at nl10 these days. If you don't really know what to do against a 4-bet there is nothing wrong with just calling, tho you might need to peel the flop and turn a bit lighter than usual due to the fact that he's very likely to try and barrel you off.
