Second hand is pretty gross. It's hard to see what villain is repping here. He probably just has a 9 and decided to go for max value, but I would need reads to make this judgement. Had he gone for the overbet b4? All you have is a bluff catcher. He is not valuebetting anything worse.

Is he known to bluff in spots liek this?

I think its a pretty easy fold.
