The problem is that you are just 20bb deep and calling preflop is by far the worst option, so I would either shove over his squeeze-raise or fold. If you decide to play like this you have to call the flop. He can still shove his whole range and it's an odds-call with some backdoor equity and him also shoving hands like AQ/AK

It's also suspicious that the BB isn't shoving for 21bb effective with in mind he will play the hand out of position the rest of the hand. So it’s possible he's on a stronger range than normal. So for me it's a clear fold pre flop against an unknown.

Having around 20 BBs and a medium PP I would either shove over a 3bet or fold pre. Against an unknown I would fold.

I would also agrea taht 3bet shove or fold is better PF than just call. I don't know how much is average player on that tournament balanced with squeeze, but I assume that he don't have just nut type of hands but also some SC when he do that. Or some suited broadway like KQ or KJ? It is problem that he is unknown. So what I would do is to try find that player on how many tables is he playing. If he is playing just on one, then I would fold expecting him to be "fun player" and have strong range when doing so. If he is playing multiple tables, then I would assume that he is some sort of ballanced player and will shove that hand.

As played I would probably just shove on flop. You have over pair with BDFD and BDSD and if you just call, you will left with 1/2 of pot stack on turn.
