What action would you take, and why?
At first I tend to fold when I see this happen. When I would be on the table I would still fold this. We have 2 nice draws, but they aren't the best draws either.
When we calculate our equity and how much equity we need to call vs QQ+ and 22, 33 we should call.
However I think there will be other FD that will call as well. I think any Ahxh or Khxh will call. Put that in the equilator and the result is this.

And we need 27,63% equity to call. So it's a close one, but it should be a call in this spot.

What action would you take, and why?
I would just call the bet. The problem is that it's a multiway pot which isn't nice. But I would call and let him bet again with weaker Ax hands.
We could raise but then all his weaker Ax hands would fold. So I think the most +EV line is just to call.
