well as i understood you tried to push out small hearts from his range, IMO there aren't that many small hearts in his range that he would fold, so i would rather just be looking to go to showdown.

I don't think that there are enough worse hands that are going to b/calldown from turn. He might even b/f good pairs and of course air-type of hands. I like a call much more on the turn than raise/fold, because this way you can let him barrel his bluffs on the river (or worse pairs/twopairs). Also, you're in position, so if he checks the river, you can make a valuebet.

Your hand is not weak enough to be turned into a bluff or on a board where a lot of worse hands are going to call you down.

Just call the turn and then spike a Q on the river like a boss

When he bets the turn? Very few

In the name of balance though I would probably bluff raise those hands which I thought had SD value before but now blatantly don't, so something like a 4 with no heart is a decent hand to potentially turn into a bluff after calling the flop but I would do this very rarely especailly vs a straightforward player who's showing strangth by the very fact he's betting the turn.

He rarely bluff, he play 10tables+
but is a better play ceck/callturn, ceck/call(raise) river

If he rarely bluffs then there's certainly no value in popping the turn here

x/c, x/c seems to be your best bet tbh.
