I think he is passive and can put me on straight, so the fold is justified enough regardless of the odds he give me?

When your opponent calls the flop he definitely has something. The board is super wet so it's possible it's a busted draw on the river. However it really looks like he wants a call and villain doesn't expect you to fold this river, so maybe you can get off the hand given it just doesn't look like a bluff.

Such a passive player probably doesnt bluff here I agree, though it could be a blocking bet from him if he has a straight and he doesn't want to call a pot bet if he checks.
