Hey, who is CO who is BU? The shortstacker is the fish right?
His 3-bet % is really low over a 100+ hand sample. On the other hand, his high VPIP AND PFR seems to indicate that he could be loose and aggro. Since your sample size is so small, I think the 3-bet % may be inaccurate and the VPIP/PFR is more reliable in this instance.
My guess is that his 3-bet range is actually much wider than it really is. And thus, I think JJ is a favourite vs his 3-bet range (assuming BU is the 66/36 player) and I would just jam over the top. It also helps that he is shortstacked.

2. Short-stacks tend to 3-bet with wider value ranges.
I am 4bet/folding if CO shoves and calling if Co folds and BU jams jamming here for. BT is loose and and looks super agro.
What is UTG's 4bet range in this situation?

I think BU's range is wider than TT+/AQ+. We can probably include 88 and 99 as well, which makes JJ a favourite vs that range.
