Preflop: Hero is BTN with Q A
2 folds, CO raises to $0.06, Hero raises to $0.18, 2 folds, CO raises to $1.10 and is all-in, Hero calls $0.92

Flop: ($2.23) 3 2 4 (2 players, 1 is all-in)
Turn: ($2.23) 3 (2 players, 1 is all-in)
River: ($2.23) 8 (2 players, 1 is all-in)

Results:

Spoiler

$2.23 pot ($0.08 rake)
Final Board: 3 2 4 3 8
CO showed A K and won $2.15 ($1.05 net)
Hero showed Q A and lost (-$1.10 net)

No stats on CO but I remember he's from Russia or Ukraine so used a population read to call his jam, is my hand good enough to generally do this?

Reraise is fine but I fold to his shove, not much that he's doing this with that you beat.

Hey Joey1toe,

Preflop 3b for value is fine.

Preflop call vs jam is reasonable given the stack sizes, but this kind of decision is always better made with some info on villain. For example if he is playing pretty tight and then suddenly decides to 4b shove all-in then calling with AQ can sometimes be a pretty bad decision.
