would like to know what kind of range i should be flat calling / 3betting here as im stuck given their effective stack size. villans mp range about 25%.

I guess a calling range of 77+ ajo+ kqo+ ats+ and a bluff 3bet of ato, kjo, kts, a9s-a8s?

There is no correct answear on your question. You can play a lot of different ranges profitably vs. 50bb stacker. Villains tendencies are the matter.

It depends on his pfr and fold to 3bet. In general high equity becomes more important and playability becomes less important as effective stacks get smaller (KJo>98s etc). I don't think having 3b bluffs makes sense if villain is a fish, which is what having a halfstack kind of indicates.
