The sample is really small but his aggression factor is 0, how do you know he`s agro? He also opened 14% of hands in 6max which is not loose. It`s marginal till the river, let`s assume he plays FD like that, river is a clear fold. Did he have 44?

I think I posted the wrong hand, but yes, he had 44.

FD may stopaction on paired turn, plus board is dry. Set is most possible holding, set that is frightened by the FD.

Vs. this guy 4bet or fold flop. Usually here he has FD or set. Of course some occasional bluff could not be excluded but vs. unknown seeming passive I would not rely to that.

Looks very reggish to me and these types don't do that move very often as a bluff, underpair or TP on a dryish flop so it's sets mostly and occasional flush draw. I don't see many flush draws here given it's bb call and the passive looking villain. I fold flop.

Even if he is capable of semi-bluffing this spot, the board is not the best one for doing so. Anyway, I don't think we can fold the flop that easily, but could be it's the right play.
