I think I would check/call turn instead of bet.
As played I think it is better to check fold OTR or then make a small block bet yourself.

Our 99 is not a monster 4-ways. Already bluffing (ridiculously small) with it once may be overdoing it. Move on to the next hand without investing much here. (If CO bluffs you out, then so be it.)

I totally disagree with putting any money into this pot. It's 4way and the chances we are outflopped are very high + we barely have equity with our two-outer to continue. Betting 1/3 pot on the flop looks like a good option to protect our hand and take the pot down, but I would rather do it 3way. With another player involved it's too thin I guess. No shame to give up pots like these, and I mean right away, on the flop.

- Why standard, can you explain? What is your reasoning for betting? Do you expect him to call worse? For the deadmoney? I don't think it's standard to cbet the turn :)

River: ?
- People are not bluffing enough on the river. And you block stuff like 89s and T9s which makes it even easier of a fold.

I would probably check/fold the flop 4-way, but not sure if that would be the best play. Cbetting 1/3 looks fine, though, but I would give up the turn then.
