Co is a fish and Villain is a reg but with low 4bet and 5 bet, should I call? Should I just flat 3 bet?

I guess it is well played after 4b. But just one note - CO open 3BB => BU 3b with size 11BB (just about 4X), it is huge 3b. I think it is most always value hands. I guess we can fold without 4b. Also, I would just call preflop - bcs 1) CO massive caller preflop and he most probably will call (53/21), so we would have good enough set mining odds.

I have no idea whether 3.67x is for added value or added FE, but I do know that others read the situation very differently from each other. Some say "bluff", some say "nuts".
