Pre Flop: (pot: 1.4 BB) Hero has A♥ 9♥

SB checks, Hero bets 2.4 BB, SB calls 2.4 BB

Turn: (13.8 BB, 2 players) K♥
SB checks, Hero bets 6.6 BB, SB raises to 22 BB, Hero ...

I feel like I should have bet bigger on the flop and maybe the turn.

You are on the right track. The super-small flop bet + sudden increase to not-super-small turn bet is exactly the upside down of how sizing should be made:)

Yup, go bigger OTF and then you can bet turn 1/2 or something like that.

I'm not sure about folding OTT. There are some better hands but also some weaker 2 pair and draws. With less than 2 pair I would fold but now villain can have hit KJ for example.

I bet 3/4 of the pot OTF. As played I call OTT.
