You need to think more about ranges, UTG is playing 69% vpip over 13 hands, this is a very small sample but looks like a calling station.

Flop Raise is good.

He will call the raise with a range of AK, KQ, KJ, K9 QJ, T9 KT, AQ, AJ (maybe), A♣:2♣:+, K♣:5♣:+,Q♣:7♣:+,T♣:6♣:+,4♣:5♣:+,4♣:6♣:+,4♣:7♣:+.

We can remove all the J♣:9♣:4♣:, combinations because there on the flop

The board is now Q♦: 4♣: J♣: 9♣:

That 9♣: on the turn has completed a very large part of your opponents range, and his donk is representing the he has a strong hand, since calling stations dont bet much without the nuts or close to it, this is a clear fold.

He can't have any nutcombo flushdraws though, so that makes villians range even smaller.

8x2= 16% we need about 33% eq to call and be breakeven so a call on this turn would be a losing play longterm.

I'm not sure about the flop raise. His flop donk can definitely be weak, but why can't it be strong too?
Villain looks like passive fish so why couldn't he limp call QQ or JJ pre? QJ is also possible.
However raising the flop might not be bad. But calling OTT is.

flop is nice in my opinion, raising donk bet too. on the turn you can find a fold, since fish donks enough draws and on that turn he has almost zero bluffs (after your raise on the flop he is willing to stack off against a very strong range ott).
im curious abot size of raise, what is your plan on the turn?
