Villain is a 34/26 Semi loose-passive player with 47% CO steal (in 17 hands).

Grabbed by Holdem Manager
NL Holdem $30(BB) Replayer
Hero ($1,413)
BB ($1,403)
UTG ($1,171)
UTG+1 ($1,403)
CO ($1,521)
BTN ($2,089)

Dealt to Hero 9♦ A♠

fold, fold, CO raises to $90, fold, Hero raises to $219, fold, CO calls $129
Is it ok to 3bet here?

FLOP ($492) 9♣ K♠ 5♥

Hero bets $199, CO calls $199
Here I bet to try get it right away without giving more cards for free since he can have str8 draws, lower pairs, Ax's... However if I check I think he won't bet there many times being a semi-passive player and maybe that was a better line..?

TURN ($890) 9♣ K♠ 5♥ J♥

Hero checks, CO checks
Here I'm on c/f because this card hits well his range so I guess this was ok?

RIVER ($890) 9♣ K♠ 5♥ J♥ 4♥

Hero checks, CO bets $1,099 (AI), Hero folds

CO wins $890

His Agg factor was 2.4 in 131 hands

Based on these stats you should think he’s loose aggressive. On a wet board like this I wouldn’t mind to make a thin value bet and for protection as well, but if you check and he bets you need to give up most likely, but he can still have weaker hands then. As played I would check it down as well and fold on a shove.
