Considering the raise size I think flatting pre-flop is the best of the three.

Flop - I think here I made the biggest mistake in the hand, I should bet flop mostly for value. Two over card and FD

Turn - I think here I should treat his min bet as check and raise it.

If you bet this flop this will be a semi bluff, because no way you will get action of worse. Against a fish, I don’t think it’s bad to play the hand passive what you did, but if you bet the flop I expect you will win the hand a lot without a showdown.
