I expect he had more bluffs than Qs here, due to i think he probably just have KQo in his range, and it's a tough call OTT imo.

his value range has AQ obviously?

this can't be too terrible but that's just the way of bluff catching, sometimes they aren't bluffing

You could have stabbed OTT with some AQ hands and then you have QQ,JJ,TT in your range too. So bluff catching with 99 is getting close. This depends on how wide you defend preflop but I would say calling with some frequency is probably not terrible.
