This is NL25 and villain could be a reg.. Him checking the flop when out of position on this board doesn't necessarily show weakness.
You can stab smaller OTF if you want to, although I think I would prefer checking behind and then stabbing the turn if villain checks again.
Now I think there is no need to barrel the turn without improving your hand.

So:

3barrel with A high just because villain checked the flop out of position as a preflop aggressor.. I would say it is a spew.

I have changed the prefix, but it seems a little bit optimistic to 3barrel bluff against a fish to me. Another option could be to 3bet A6o, because you are blocking Ax and it’s not a great hand you want to play post-flop with. It’s I think a hand you could bluff pre-flop with.

I agree that we can 3bet this hand preflop, too, but it's definitelly a defend, especially vs 2,5x. Flop stab is fine, imo. He will enough times fold some better hands like 22, 66-44, AK, AJ-A8. When he called, He could have stuff like 2nd pairs, Qx and some slowplays, but is usually capped imo. On that Turn card our Fold Equity didn't improve alot, so I think we should either check back (maybe with a plan of overbetting the river if he checks, but probably not worth to bother) or we should bet, with the plan of betting most rivers, too, and expect him to fold all this mid-strenght hands, except he is some kind of a happy-calling passive fish. So overall, I don't mind the way you played it.

I think that this board plays better when SB checks with most of his range rather than cbetting most of his range.

(When I stab OTF and SB calls alarm bells ring in my head. Now what? Do we barrell 2 or 3 streets?)

As SB I might x/c 3 barrell with something like QJ because I balance my x/f range here vs regulars (who might or "do" attack weakness). Also my range is tighter that 50% (often 30%) preflop and even then people tend to coldcall too wide against me.

When I see Ax on the showdown I'll keep doing that with all my TP's, overpairs and x/c flop + x/r turn with draws.

If flop goes x/x, I might stab eith air. With TP I check again to induce bluffs.
