1) Should I ever raise OTF? I think I might raise some times since 99-JJ continue. On the other hand, hands that he is way behind who could keep paying later streets might fold right now. Not sure what the best line would be.
2) Can I ever pay OTR? I find it hard to construct a range he plays this way where I have 36% equity.

Raise OTF is fine both for value and protection.
OTR any 7 has made a straight. He could have a set as well. Just fold it, although UTG looks maniac. Pick up a better spot to stack the guy.

Raising the flop is fine, but I don't hate the call.
As played, fold OTR.

Very small 3bet. Make it 10BB so the fish pays to see a flop. Raising the flop as well. Make him pay.

Fold the river imo.
