Your cbet on the flop means nothing. What a massage about strength of your hand do you send to villain on the flop?
Villain can choose between call or raise on the flop. But he do not want to give you next card for free because you could complete flush draw or straight gutshot draw on the turn. So he mini-raise. And his raise here also means nothing.
There is no one scary card on this flop but it's wet overall. I would assume that nobody hit anything but one of you may hit a draw. Villain won just because he wanted more to win.
I would suggest to check/call on the flop - you would say with this move to your opponent that you have nothing and that you believe that he also didn't hit anything so both of you have some equity. This is enough for flop.
