The villain was sitting at two of my tables with taggish stats, he stalled on river before checking.

How should it be played on this board texture?

my thoughts are raising flop, SB can have an ace decent amount of the time, hands like AK,AQ,ATs I think we want to extract value from, villain can also have 2-pair hands like AJs,A9s, possibly J9s ( we hold the 9's so his 9x hands are less likely). we are ahead almost always and want to get value, there are also some bad turn cards, any K,Q or T is pretty bad for us because it can complete some straights, and allow more possible combos for higher sets.

On this turn when he bets again I think he is mostly doing so with an ace, I would bet the river, he might just be scared you river-ed a straight on him, maybe go 2/3 pot the river to try and get called by his weak 1 paired ace hands since that seems like what he is going to have a decent amount of the time, maybe a bit less depending on what you think he can call.

Bet about 30 BB and call if he raises you. I do not think this is a particularly tough spot. I would personally strongly consider raising the turn, which is the spot where a lot of his hands (his range consisting mostly of Ax and draws that are often combodraws on this board) would either call or have to fold a lot of equity.

Folding at any point is in my opinion out of the question.
