20 hands is not enough for a read.
He`s shortstacker.
In my oppinion he can have anything.
Ofc he can have J/7 but he has a lot of draws like gutshots and FD, even small pairs.
I would play it the same way just because he`s a shortsack.
if he was 100BB deep things would have changed

he has there enough worse hands like flushdraws worse pair, A highs that I´d also bet flop and shove turn
You´re ahead there enough times to play for his stack
